I had the same issue with my lavender. A few things I learned was that it loves 6+ hours of direct sunlight and moist soil. The soil should be wet to the touch but not soaked. And if is less than about 55-60 at night where you live bring the plan indoors. Hope this helps.

Lavender is on the sides of my driveway against the asphalt and only God waters it. Place your plant in those conditions and plant it. Don't fertilize.
My lavender withstands CT snow of feet and harsh temps...get the right variety. Those bumblebee variety are from Mexico and don't like freezing temps. Mine love them.
Did you keep the tag your lavender came with? There are TONS of varieties that like different environments. It is obviously one that doesn't agree with the way it is being cared for. No reflection on you. I know this from experience. Just try another variety.
Try some more water and more sun, first!
Lavender needs sun....hydrangas and hosts are shade plants....if they're doing well but the lavender isn't, I'd say move it to a sunnier location. I had some in pots and they got full, hot Texas sun all day.... I watered them about once a week....they looked great.
More sun and let get completely dry between watering
