Use lattice panels.
We used goat wire. The squares are 4", which will keep kids and pets safe. It looks great and never needs maintenance!
I would not use wire for fear they make get hurt.I would choose the lattice.
Lattice could cause injury as well. When it comes to kids anything can cause an injury. Lol. You could use wood, you don't have any openings at all. Make a gate for stairs and then box the porch off, that way no risk of a child getting a limb stuck between or falling off. This could be helpful for pets as well. Hope this helped.
