I have seen a pallet stood on end and rakes shovels baseball bats hockey sticks all fit in very nicely inside of it and were very easy to retrieve.
They also have hanging racks for garden tools.
I have mine upside down in a spare trash barrel on wheels . . .
I have a plastic barrel with one end cut off. You can use a taller plastic or metal garbage can and put a heavy rock or a patio stone in it to weight it down.
