The former owners ripped off the wallpaper in an exterir bathroom?

The walls in some places are very rough and I have lightly sanded them to paint but moisture here in Tampa gets the spots rough again. I'd like to paint a faux finish and was looking for a waterproof primer but was told not a good idea. I've been sanding that bath for nearly four years and it is not too large just don't like to make a huge mistake. They also left wallpaper behind the toilet so can the toilet be removed.. The walls are smooth no texture besides the rough areas..

You have to sand harder, firs t with heavy duty paper, then medium, and then light. Then try a once over with a crumpled up brown paper shopping bag. Do your faux magic with acrylic paint, and after dry at least 24 hours, cover with water based wood finish (I use Minwax) which comes matte, satin, semi gloss and gloss. At least 2 coats. Try getting paper off behind toilet with hot vinegar and water, soak paper a while and then it should peel right off

I refinish furniture and love paper bags for final sanding. I even used them as a faux texture cut in a larger piece with a rough edge on my mantle and also a badly distressed old coffee table. I didn't know you could use Minwax on walls they get very cold in winter and maybe humid in summer and maybe you have a good idea and it wouldn't be that hard to use. I'm lucky that the walls have a matte finish without any need for fill..

Yes you can remove the toilet. Before you do pick up a new wax seal. If it does not have a water shut off you will need to shut the water off for the whole house and as long as you have it apart I would plumb in a shut off valve. These days with flex tubing it is a very simple job.
