I would go to Lowe's or your local home improvement store and look at the wrought iron brackets used to mount shelves or maybe a wrought iron plant hanger. Either should be sturdy enough, as well as decorative .
That will make a meaningful display. First off, plan on a sturdy shelf to display it on. You may be able to do a glass or plexiglass shelf so the ringer will show.
Next, clean that bell up, layer by layer. I would start with fine sandpaper or fine steel wool, and just scrub it inside and out until no more rust is falling off. Then I would wash it with Dawn and warm water--the water will be filthy, so use a rag or old sponge. Protect the countertop and dry the bell completely with paper towels or rags. By then, you should be able to tell if the bell is solid rust, or if it can be made shiny again. If it does not look like it can be cleaned any more, paint or spray it with several layers of a sealer to keep any more rust from coming off. Don't forget the inside and the rim on which it will sit.
If you think you can bring it back to life, use a rust remover and lots of rubbing and polishing. If you get down to the metal, hooray! Finish up with metal wax or furniture polish. Especially coat the rim. Let the wax completely dry and display the bell. On the other hand, if you can't quite get rid of all the rust, use a paint like Rust-Oleum to seal and paint the bell. Dry and display. Best wishes 😇

LOVE the bell! You have some great suggestions here. I am almost toying with the idea of leaving the bell in its natural state rather than cleaning it up. No matter what you decide, it will beautiful and meaningful.
