Scrape and then paint remover. If you have little ones or love the environment choose a non-toxic one.
Wow. I am assuming you mean baseboards and door jambs. I'd try pulling off the peeling junk, then sanding the rest of the latex off before using a solvent for the oil paint. Then, more sanding. Could be a lot of work, depending on how much you're talking. Sure you don't want to just replace it?
If it were me and you are referring to baseboards and door jams, I would take them off and get rid of them ... no chemicals involved at all. You can retain the look of the older home with wide MDF boards throughout the home. To keep costs down, start with one room at a time when you have the money. Poplar boards at Home Depot have actually been my go to board also for a wide base board and older look. They do not cost that much but you will have to prime and paint. Hope this helps.
