My kitchen cabinets are 80's cabinets with a sticky lacquer on them.
I want to paint them but how can I do that without stripping them. Some of the lacquer is pealing off in strips. The other is sticky around the stove. Any advise?

Clean well with TSP, remove doors and hardware (label with tape so you know what goes where ), sand them down and wipe them down to remove the dust . You should be ready to restain . Don't forget to apply polyurethane as a sealant afterwards .
I agree with all but the polyurethane. If you use a paint especially formulated for kitchen cabinets like Sherwin Williams has no need for any thing else on top of the paint
Do I use a palm sander to sand with ?
I would definitely do it carefully, by hand.
