How do you get dried messy caulking off of bathroom wall tiles?

I hired a handy man to redo my bathroom. He did the tile the day I fractured my foot and so a few days later when I could get down the stairs he was done and my husband had paid him & he hadn't cleaned off any of the tiles. I have tried many things.

I had to use hot water with lots of cleaning solution, wring it out on the tile and let it soak, then I used a SOS pad. Lots of elbow grease. Beware for outlets, I had a bit of a jolt.
He never finished the job! He owes you a re-do or a refund!
Get him back to clean up his mess,, and FINISH HIS work.. that's part of the installation, unless your husband said not to worry he'd do that part....... tell him you his work unsatisfactory, not recommend him to locals who are looking for a handy man..
