If you can afford cellular blinds which have a special shield to block out heat, it really works. One side faces in, the other faces out. This side is white or silver and keeps out the heat. Pull down shades and close curtains, before the sun reaches the particular room. All my heat comes on the west side of my house, and it is closed by 9:am. Good luck

super easy and like $ cheap! Your discount store camping area sells emergency blankets which look like huge sheets of foil. (you can also use them to make a great costume and go as a bake potato to a costume party) but unfold the blankets and clip them with like binder clips to the blind on window or to back of curtain. As stated above keep curtains or blinds closed during day will increase coolness and block out heat. I actually was having my AC checked and they used their thermostat to check and it did make a difference!
We also had an issue with one room not cooling as much and the AC guy was able to up the speed on the blower unit and it certainly helped us go from a 5 degree difference. He also showed us how to set the humidifier unit to the most benefit.
We also have basements here. We shut down all the vents in the basement and close down others rooms that are not used alot.
Does your home have vents in attic area? This would be something to check into as it can get toasty of there and not release heat which in turn wants to hang out in your cooled home.
Frozen water bottles are great in front of a fan . Also good for animals outside too.

I agree with the cellular shades(single cells if you have just reflective heat) In 120 degree Arizona heat, I just Ieave the curtains closed!
Close the registers and put some piece of furniture over them. That is what I do in my bedroom.
