And what's the best way to restore old tables/chairs using textured spray paints so they're durable & last a long time?

For the chair seats, I would find a piece of foam to cover the seat, then smooth it out with a couple of layers of batting, cover this with a piece of plain fabric to wrap around the layers of padding and under the seat. Staple gun to the wooden chair, glue (use a heavy duty glue) to the metal. Then wrap the 'good' fabric over everything and secure in the same way. If you do not want an unfinished underside, hot glue or stitch a piece of fabric on the underside covering all edges.

When stapling the fabric start in the middle of one side, then stretch fabric to opposite side and staple in the center then do the other two sides. Then start stapling from your center staples toward corners going from side to side. This way you can pull the fabric evenly.

The metal may also have screw holes from the original seat that can be used.
