1/4 " wood, over old tile, then lay new floor tile, must be level
It would be best to remove the old tile. When we had the kitchen remodeled in our previous home, we discovered that the carpeting was laid over tile. It was challenging to remove both layers, especially in the high traffic area. It's best to take me it down to the sub flooring, just in case it needs replacing as well and to ensure it is level, Plus it gives you a clean slate and removes lingering odors.
I would only attempt this if the old tile is tightly secured with no loose tiles, textured, and does not have a smooth or shiny finish.
