I use Aileen's Tacky glue for that type of gluing. It has to sit for a while but I like it.

I love Aleene's Tacky Glue for many applications...I agree with using spray adhesives and this is why...if you use a white glue you will have bumps between the felt and paper (glue glops) and using the spray adhesives you will have better adhesion and no glue glops ( bumps). Spray adhesives are better when gluing felt & paper!
