i would paint a background color first. Then look at Stencils. You would want to practice with the colors on the stencil to see which areas look best for the color changes. It will be easier if you use a flat paint. The stenciled areas won't leak with the flat paint!

I would use paint tape to set up for painting, but, first I would sketch it out. Stencils might be a way to go. There are tons of stencils like this one:

What about wallpaper? Nowadays there are so many options available. Go for a renters wall paper so if you ever decide to change it it comes off easy.
Something no one else has mentioned...burgundy can be VERY hard to cover. Especially if you're going over it with a lighter color like yellow. You'll definitely need a good primer like Kilz, and you'll likely need to do at least two coats of it.
Pint the room the main color you want, then use painters tape to outline what pattern or blocks you want to repaint in other colors.
