Could you attach a piece of velcro all around the inside edges of the frame, and then attach new netting with another piece of velcro and just press it together in the areas you want the additional length?
Make gazebo shorter! Or add a length of really anything using double side tape, screen, toile, ask for ideas at fabric counter also.
Glue velcro strips and add additional netting where you need it.
Depending on the weight of the netting you can actually sew another length of netting to the existing netting. A very old netting might be too degraded to hold the weight of a new heavier netting.
