I would put white netting over them.
Put a couple stakes a bit taller than the tallest plant on either end of the garden, and run a wire or strong string, then tie some bright florescent plastic tape along the string with tails about 5" long so it flaps in the breeze.
Hey Cindy the birds aren't really hungry for a tomato they're just thirsty. Be sure and have various sources of a water supply in your yard at all times and this usually prevents the problem you speak of and no birds are harmed
I don't know if this will work with tomato plants but for my fig trees I take an old water hose and cut off about 2 foot and wrap around a tree limb. The birds think it's a snake and want go near it. It may help to paint a couple of eyes on it.
This is true.
You can also buy a couple toy snakes and lay them between the plants to scare them away.A platic owl found at gardening stores,hung in a near by tree or on a post scares them too.
