You can buy a can of adhesive that you paint onto the cement with a paint brush as you go along putting down the tiles.That combined with the self-stick adhesive will do the trick.I'm not sure,but I think you can get a remover and use a scraper to get it up.These can all be found at your local home improvement store,and you can ask someone who works there what the options are.
To remove the glue will require a lot of elbow grease and a good scraper.
You can also use a heat gun to loosen the times. I have removed and replaced some with good success. Please read the caution instructions before using any power tools.
A small plumbers torch will heat the glue nicely and save you allot of elbow grease.
