I know that opinions vary, but what's your opinion?!I have great luck w Rosemary plants. Green all year long.
You need to buy cactus soil or make your own with 1/2 potting soil and 1/2 sand.If you buy the little plants plants in pots about as little as your thumb, transplant them into pots a bit bigger, with the soil in them with more soil.As they grow, keep moving them into bigger pots or group different types together in a pot big enough for them to grow into.Only give them about a table spoon of water per plant after transplanting and about once a month there after.
If you live in a warm climate, you can plant bigger types outside. You may have to add sand to the soil if it is too tight, like clayish. The paddle types will root very easily by cutting a paddle off a mother plant and sticking the cut end just into the ground. They spread,so be sure to plant in an area where the won't be a problem or where you can dig out the spreads.Hope that helps.
