After you have power washed it to remove dirt, debris, etc....make sure it has dried completely. Then, buy a stain/sealer combination at your local home center. Choose one that is water based for the easiest clean up, or one that is oil based for longer lasting durability. Apply on a day when it is not terribly hot so it can dry slowly and evenly.
We use the Behr Deck stain from Home Depot and have been real happy with it.
I've relied on Thompson's Exterior products. Great product.

I just saw a new product at an Ace Hardware: a silcone sealer for wood, concrete. Don't know the manufacturer, but I would look into it.
Polyurethane, what else would you use. Shellac, no.
Any name brand deck stain will work. Your choice of transparent, semi-transparent or solid.
