there are several videos on YouTube that show how to do just that. Be sure to waterproof it very well so it lasts.
I would take the top off and put a pre older sink top on it. Then i would attach the top with an adhesive and when it's up against the wall the plumbing fits nicely in the back where you have cut the back of the chest out to accommodate the plumbing
Sand it, paint it and distress the paint a little. Or change the knobs and also decoupage with fabric and Modge Podge.

I like "Just Retired"s advice and would like to add an idea. You said it is a chest so I am assuming it has drawers. Where the drawer is unable to close because of plumbing, cut out a hole from the back towards the front to accommodate the pipes. Then build sides around the hole so that you still have a drawer and you can close it.
