The guy on Save our Shelter had to get rid of goat heads for some shelter dogs wonder if you could find out from him. He's the one that started "Dog to Dog" and has dealt with Pets Mart Charities. If you could get in touch with them they may also be able to help.
Yes, Goat heads are terrible! Most any weed killer that kills the roots will work. Keeping the lawn mowed to keep the seed heads from forming will eventually eradicate those weeds, but will take a few years.
