I'm assuming you mean a damp carpet as I'm not sure what a damper carpet is. I would but two oscillating fans in the room, one at each end and let those fans blow for at lease a couple of days.
Shop vac and fans, but if its been saturated for too long , you're running the risk of mold and the padding starting to break down and rot.
Sounds like the padding underneath is wet. You might need to replace the padding, If so, you may have mold growing underneath. Take up the damp carpet and cut out the wet padding. Bleach the floor to kill mold spores. Replace padding with a scrap from a carpet layer (call a store or visit their dumpster). Finally, treat the bottom and top of the carpet with the protein eater, let dry, lay carpet back down and stuff underneath the baseboard with a knife or putty knife blade.
