Cut off at ground level. Then drown all cut surfaces with full strength vinegar. May take more than one application, but it will kill it down to the roots. When dead it will be easier to dig the remainder out.

Be very careful that you do not get any plant sap (juice) on you as it is toxic to your skin.
Cut to ground level then cover with anything that won't let light through. If you see any green they cut it off. It will eventually die off.
You have to dig them in the very early spring right after a rainfall just like dandelions. If you don't get all the root they just spread to a new area. Right after rain when they are easier to get at and get it all.
