My water meter has rocks around it.
Check with your town's water and sewer dept. If the sinking meter is caused by a water leak from the sidewalk to the street, the city will repair the leak and raise the meter. (Mesquite, Tx). They may use some gravel at the bottom, but I think they fill the space with soil. The meter is below grass level. Sometimes it is a few weeks before they can get to the repairs, and the water leak is on your bill, but they will make an adjustment if needed. If you have to continue lifting your own meter, I suggest rocks almost to the top. I prefer gravel. The rocks will settle but they will help drainage and provide some stability. Keep it loose enough so that you can lift the meter when needed. Best wishes 😇
I just popped a purple plastic pot plant upside down over mine. Stops soil covering it and helps me and the meter man find it.
I would use sod personally unless it's in an area that gets traffic. Sod for that size area is inexpensive. If it is in an area where people walk near I would use gravel about 12" around the meters and sod the rest of the way out so it is visible - it will keep people from walking on the meter covers or possibly tripping if they are uneven later if they settle some.
