I don't know this for a fact but I have heard that when soot gets wet it turns into a substance very much like ink and is very hard to deal with.
I googled it and found the following answer.
After using a dry brush or sponge to remove as much loose soot as possible, spray the bricks with the solution. Rinse with warm water, repeat steps if necessary.
Solution:
Vinegar + Water Mix equal parts vinegar and water and combine in a spray bottle

Muriatic acid
I've been told to make a paste out of Cream of Tartar and water and brush on and wipe/rinse off. It's been so long since I've done it I can't remember any measurements.
Use muratic acid, but be very careful - it burns!
