Hello Walkpd; If it were me, I would have a handyman come to my Townhome, and take a look in the basement, and also check the foundation.
There could be an underlying issue, that should be addressed. Good Luck!!
I would ask the homeowners association first. They may know and be able to provide a solution. It may be something that falls under their responsibility and not yours. Next step would be to get in touch with your village building department and get them involved. If it becomes you problem you will need a structural engineer to assess what the problem may is and provide solutions. I definitely would not use a handyman..
What kind of floors do you have? Could be improperly installed flooring. Or if not flooring, get a structural engineer in to assess the situation and what needs to be done to repair.

You could also hire a real knowledgeable building inspector with a background in construction to inspect your flooring joists to see if there is a problem.
