Hello Joy; Any paint that is nontoxic to us is Wonderful to use for your pet!!!
Stain might be a good option, as you can then seal it after it is dried. It will last, as it will look better in the long run!!!
I hope that this will help you!!! Good Luck!!!
You'll be okay with latex but do not use an oil base
Joy the ONLY paints I would use on ANYTHING for children or pets is ECOS paintsecause they are the ONLY paints I know of (besides paints used by children's toy and furniture manufacturers) that are certified safe for children (and in my estimation they would then be safe also for pets). I don't know where you live, so I am sending you the weblink for ECOS paints in case you would want to see if there is a distributer near you. Good Luck, Joy, with your project. You have a very blessed pet.
