you can carpet over that floor , just use a good of what is under the carpet. you should have no problems.

If there is a moisture problem underneath the flooring, it can cause it to warp up also. Make sure to rule this out first because of mold. Maybe you could glue them down good or you could toe nail them in with nails on the ends. That may hold better.
What's underneath the laminate? Concrete or wood? You could just paint the subfloor, provided it isn't a tongue and groove from the 1800's. If you have concrete, peel and stick won't work well due to the moisture, but you could use sheet linoleum, they make some really nice wood grain and tile looking ones. Maybe the floor is buckling because they didn't give it enough expansion room? Remove a bit near the wall would help that.
Pull it up and lay down vinyl plank .
