Most bugs hate peppermint oil. Mix some in a spray bottle with water and dishwashing liquid. Spray directly on plants.
Do you have a Cooperative Extension Unit in your town, city or county? If you can catch one of those bugs and take it to them, they might be able to identify it and tell you how to get rid if it. It's possible it's attracted to something in your garden. Are they doing any damage?

Do you know what kind of bugs you are dealing with? What are they attacking? That would help me help you. I have been organically gardening for 15 years and have learned a few tricks. I am happy to try to help if you can give a bit more information, although I don't guarantee I have suffered what you are working with.
Try spraying the plants with some hot sauce.
