This suggestion is from someone who tried to remove wallpaper backing in the past: Hire a professional!
Rent a wall paper steamer.
Try steaming if possible.Or dampening down with some warm water .Let soak Till softened .Then scrape off.
There is a fun little tool that you rub all over your wallpaper and it puts perforations into the paper that allows warm water to seep behind and loosen up the glue. You can find it at most large hardware stores.
