Are you getting aphids? A natural first sight of buds forming may help.
Maybe you should check the ph of your soil. Hydrang like acidic/sour soil. Peat moss is helpful to lower the ph.

Epsom Salts dissolved in water is great for magnesium and don't ever prune too close to spring. Don't fertilize too much as excess nitrogen can make the plant grow too well it doesn't want to flower.
Did you try special food for hydrangea from garden center? Cut it back
Its very often a PH problem, I suggest bringing a sample to your local nursery. Best of luck!
Do they have enough sun? Have you fed them with Hollytone (acid)? Older varieties grow only on old growth, so do NOT cut them back in the autumn.
Same thing happened to me.....Once I learned not to trim in the fall but to wait to trim woody looking stems til after new growth is visible in spring - Voila! I had blossoms . Good luck 🍀👍
No buds at all! Only green leaves
Get a soil test at your local extension office. If you're not cutting blooms off, you may need phosphorous for blooms. I had this problem for 2 years till I got the soil tested. I usually fertilize in February and July.
Always prune after the last frosts of winter.
