How do you make your own peat pods for an Aero grow?

It looks like you will have to buy a kit, but you can save a lot of money by installing it yourself. This website says that and average installation at $2000, can be diy for $300. See if this helps.

Yes, you can, but unless you have a good working knowledge of electricity, not recommended as it can hurt someone or harm your pets. If you have a good electrician friend, they could build you something for less than retail prices.
From being in rescue for over 30 years I strongly suggest you test your dog before installing. I have rescued countless dogs that have bolted an invesible fence. Once they know it only stings for a minute it no longer works.
We have a newly rescued baby. He is very well behaved for only 11 month. However he wants to bury his chew bones in our raised flower bed or thinks he can catch a gecko in there. He is chipped and enclosed safely in the yard but we would like to preserve the flowers. There is just that one circle we want to keep him out of. Right now we go out with him and yell'NO" when he goes to jump up there but a long term solution would be nice.
