Fixing my backyard by the neighbors fence

I have owned the house for sometime now, and along the neighbors fence use to be a flower garden and they used old cement building blocks, and I want to make it look good again, and remove the blocks, which is the best way of doing that. The blocks have been there for years and will be very hard to remove.

    Hire a couple of strong teenagers to move those cement blocks for you!

    Two choices...if the blocks are mortared in, you'll have to break them up and remove in pieces...or...clean them up, level, do whatever to make them paintable...and I'd paint a dark green, using a good quality all surface paint..but they will have to be dirt free (pressure wash), and bone dry. If the holes are up..you can plant in them, using plants that will stay small, and that are suitable for your zone...

    Ask them if you can spray paint them like in the DIY suggestions and plant ivy or ground cover that will grow around or in between.
