Hire someone to move for you if too heavy for you to do yourself. Safety first!
Hire a couple of strong teenagers to move those cement blocks for you!
Two choices...if the blocks are mortared in, you'll have to break them up and remove in pieces...or...clean them up, level, do whatever to make them paintable...and I'd paint a dark green, using a good quality all surface paint..but they will have to be dirt free (pressure wash), and bone dry. If the holes are up..you can plant in them, using plants that will stay small, and that are suitable for your zone...
Have word with neighbour to keep on side.
Ask them if you can spray paint them like in the DIY suggestions and plant ivy or ground cover that will grow around or in between.
