Ok this is a battle I'm fighting myself right now. The best product on the market for this is called Natures Miracle. You can find it at PetsMart. If you saturate the area where your pet, or someone else's pet has chosen to go. My dog chose our new guest room floors! Turned them into a lake one afternoon! The room started smelling like a kennel because the urine seeped into the concrete floors. I poured half a gallon of Natures Miracle on the floor and let it sit for a couple of hours, and now you would never know she was ever in there. I hope this helps. You can try using apple cider vinegar, but it honestly doesn't work nearly as well as the Natures Miracle. It truly is a miracle worker!
