looks like the glass has an aluminum frame around it. You could make an aluminum handrail to finish the job. a local supplier of metals should be able to help you out with the materials and suggest inexpensive installers to if you decide that you are not up to this job ( I would do it myself if I were you, it's not that hard)
Did you contract for more glass? This looks like it wouldn't meet code if a building inspector came by! Is it a new build? Can you put some pressure on the installer or builder?
agree with the above post, I'd have them add an additional length. Or you could add a post at the bottom and install some cable runs between to finish it. Might be les expensive
Hope that is tempered glass as if its not....it is very dangerous. And might negate your insurance if an accident occurred.
How about a white extruded aluminum frame with steel cable infill to blend it in. https://www.google.com/search?q=white+aluminum+cable+stair+rail&client=opera&hs=7Z1&tbm=isch&imgil=1SDxnrFJISe10M%253A%253B8LUolq2YPZxJJM%253Bhttp%25253A%25252F%25252Fstainlesscablerailing.com%25252Fcable-deck-railing-ideas.html&source=iu&pf=m&fir=1SDxnrFJISe10M%253A%252C8LUolq2YPZxJJM%252C_&usg=___ukhGoK_KM70iIfKh8VeuROV5ag%3D&biw=1366&bih=629&ved=0ahUKEwj8nYv2udrUAhUB-2MKHdSlD9YQyjcIVg&ei=2m9QWfzIKoH2jwPUy76wDQ#imgdii=3Y7KrEbht6bnZM:&imgrc=j5Y30qnhdxZnsM:
I agree with everyone. Looks like a half a$$ job. Really looks incomplete. What was he thinking?!! Would never pass code. You need some kind of railing.
You do need a hand rail. Whoever was the glass installer did a poor job. Look at your contract with them and possibly talk to manager at the glass place to see if he could help you out. Definitely will not pass inspection!!!
