I would use painters tape to protect what you don't want painted, remove bulb and cover the cord. Then you can use one of several spray paints that will cover metal (Rustoleum has an extensive line). Make sure to spray several light coats for the best coverage. You can make it look like a new metal, stone, or any color.
If you want a different look, you can paint it a pretty color, too. If you just want to clean it up, if it's real brass, you should be able to clean it up with a product called Brasso:
