The surfaces of that type of paint is designed to resist things sticking to it. I would rent a floor machine that will scarify the surface of the paint. This tool has stone or metal scrapers that turn on the bottom much like that of a floor buffer. The metal scrapers look much like the tool that you use on a grinding wheel to square it up for use. But they mount on the bottom of the machine. And though the turning action it will remove any paint that is on the surface of the cement. The tool is heavy and may require two people to bring it in, but it works much like a buffer and is pretty easy to use. Be sure to use ventilation as it will become a bit dusty so having someone behind you with a good quality shop vacuum to pick up the dust will help in a big way. You can switch over to the stones once the paint is off if you want the floor to be perfectly smooth to a polish type look before painting it. Once done, wash the floor well with clean water and vacuum it several times to remove any dust. Then purchase the paint coating of your choice or simply watch the sales for deals and install new tile over the cement.Helpful Reply

I have successfully covered sealers with Flex-C-Ment's Micro-flex a decorative concrete solution used to restore faded colors, blotched colors, or to restore the color of stamped concrete. A primer is applied first, Flex-C-Ment microflex is mixed with an integrally colored Flex-C-Ment modifier 500, to a consistency of latex paint and applied over the primer with a Wagner type sprayer for smooth surfaces like garage floors or smooth basement floors. The micro flex can be applied as white, gray, integrally colored and or stained and sealed.
