I just saw on a local gardening show that the roots need to not be covered with soil since they are absorbing oxygen for the plant.

If you cover them with soil or mulch, the tree will probably be harmed or die.
Go to the nearest botanical gardens in your area and ask someone there what to do about the tree roots surfacing. Maybe they want to check the tree , to see how old it is, or maybe they tell you to add more dirt to it. It just a try. Good luck!
Do not cover them with anything because it will harm the tree. Unfortunately, there is not a lot you can do about it. Some trees have naturally shallow root systems that poke up through the ground after many years. Just think of them as part of the natural landscape.
Mulch all around the tree, but not on the roots. Decide to consider them charming, to paraphrase Frasier on tv. Bless you 😇
