I say power wash for certain!
Depends on what the surface is and what you are looking to achieve as the end result. At least a powerwash. Suzette's link should help you out. How exciting! ☺
Depends on the surface, but I would powerwash to clean it first, then sand or scrape any loose paint or rough spots before painting.
