Your best bet for identification of the problem would be to send photos to your local extension office. Keep in mind that you must be fastidious about cleaning up each and every bit of the fallen fruit at the end of the season, or they will continue to carry whatever is infecting your tree into the following season. A dormant spray should be used every year, as well.
Our experience with peach trees, we learned you must have two to produce fruit and we had cedar trees which fruit trees do not like.
