Try using moth balls. You can put them directly on the ground or you can put them inside throw away plastic containers with holes punched into the lid. The rabbits don't life the smell.

There is a product called Liquid Fence. It's the only thing I've found that actually keeps rabbits and deer from eating ornamentals. BTW, mothballs are quite toxic.
Are they your neighbours Rabbits, if so they are responsible for any damage the rabbits do to your property. They need to make sure they don't get out or stop keeping them!
