If it is not the actual part of the wallboard you just mist it down with water and then use a large spatula to scrap it off. Messy so buy many drop clothes.

Spray with water and scrape off with a putty knife, then retexture and paint.
Note: If they have been painted over like mine, you're stuck with them!
