Is it me? I don't see any insect damage, but I do see stressed plants. I think having them close too a cement foundation, with the sun heating it up is causing the wilty looking problem. The sandy soil is not helping, either. I would mulch them heavily with pine needles and get a soaker hose to be placed under the mulch. You will have to water every couple of days (run the hose about an hour or so) due to the drainage and extra heat. Keep in mind that some bugs are good bugs, so identifying them is a good place to start before you use chemicals, only stressing them more.
