Well before the laminate or vinyl flooring is installed they usually place a material to cushion between the base, in your case concrete, and the new laminate flooring. It gives a nominal cushion to lay the new floor boards. So unless you have large gouges or vastly uneven concrete you probably need to do nothing to prepare it for the finished product....you may want a floor professional to come and just look at your base to give you more info on this.

I would paint or stain it. Some of the acid stains are beautiful and would be much more durable than laminate flooring.
If you are going to be awhile before you put the laminate down, you could paint, or whatever, but I would put down some rugs to cushion in areas that you will be in a lot. I'm sure you will be using some rugs on the floor after the laminate is down, so why not start using them now.
