Brown paper floor/wall help

You might try washing it off with warm water and a cloth to see if it will "melt" the paste. If not, a steamer may help. Last resort, I would sand it.
Last job I did, I sanded that glue for 2 days, then gave up and skim coated the walls.
One cup of vinegar to one gallon of hot water should wash it off.
Hi, I did this for a living and I always used a wallpaper steamer. You can find one at Walmart, Lowe's or even rent one. It really is the easiest way.

Use viagra and water a green nylon scrub pad
Do NOT try to paint over wallpaper paste. It will have a horrible texture and the paint may well flake off in a short time. I would recommend using a paste remover solution sprayed on the walls, then scrape the softened paste off. Be sure to rinse the walls well afterward. This is a messy job, but any painter will tell you that prepping for paint takes far longer than the actual painting. We had a boatload of wallpaper all over our house and went through this process successfully. Time consuming, yes. But well worth it for the superior result.
