When I moved into this old house, there were these huge long stones along the bottom of the back fence. I guess the drug dealer who lived here had a scary Rottweiler called Demon who terrorized the neighbor behind me, so he put the rocks to keep the dog from digging out.
I would either install snake fencing, or just purchase enough cinder blocks, slumpstone or any other type of paver to block the gap.

Try a daily spritzing with ammonia along the fence.Keeps dogs out of my trash can (other critters, too)
Try using some sharp rocks- they will make the area un-walkable for the dogs- good luck!
