Hand remove them and drop them in a bucket of hot soapy water

Get a pail of soapy water, hold it under an infested stem and give it a little wiggle. Don't get crazy and shake it violently or the others on the rest of the plant will drop to the ground. Move around the plant until you have them cleaned off. Once these guys have found you they send for the troops, so this is going to be a daily activity for you, at least for a while. You will have less and less and there will be many less next year since they can breed and overwinter in your soil. I don't like the idea of spraying soapy water on the basil because getting it washed of is next to impossible without damaging the leaves.

I had this same problem this year. The beetles have been abundant. Neem oil worked for me. You can get it at a nursery or home Depot/Lowes.

Mix a 1/4 cup regular blue Dawn per 2 quarts of water, put in sprayer and let 'em have it! It gives plants an odor and taste they hate.Just remember to restray after rain and/or if you see them starting to come back.It will not harm your plants or flowers.
