Not so hard to do, but be sure you use a paint made for concrete and you prep it the way they specify. You may or may not need to etch the surface to be sure it sticks. Check out the paints at your local home improvement store.
Lowe's and Home Depot sell paints manufactured for just this purpose in a variety of colors.
