Yes, but wait until the fall or early spring. You can trim them to 1/3 of their size. After trimming, I cover the base of the plants with Black Cow manure to protect and nourish.
Hello Renee; Someone came into my yard and decided to do such a thing one time to one of my prized rose bushes.
If you cut a plant like a rose bush back that far, in my experience the plant goes into deep shock, and I have not ever had one live, no matter what I have done!!!
If your roses were mine, I would lightly trim them, fertilize them, and water well, daily.
I would wait until Spring to cut off any growth. (This is what I do with mine)

Hi Renee. My husband accidentally cut off a nice piece of our rose bush and actually did it a big favor! I would certainly think you could trim them back however my inclination would be to contact a garden centre for advice on when and how to do it.
Here are a few links for you. There is a difference between trimming and pruning. Now is not the time to severely cut back without harm to the plant. You can trim some of the rogue branches, but take care not to take too much off any one cane. Good luck!

I agree with Sunny. If you cut them back too severely as to 1/3 you will probably make it go into shock and eventually die. A good rule of thumb for pruning is "if it flowers in the spring/summer, then prune it in the fall. If it flowers in the summer/fall, prune it in the early spring."
