bitter yuck hot pepper sauce .....live catch trap.
I use shredded Irish Spring soap and cayenne pepper powder around the ones they are eating in the spring. Once they are up I don't have a problem anymore, but the chipmunks did still cause a problem and I cured that by putting a mouse trap baited with peanut butter in my half wine barrels that had coleus and elephant ears in them that hadn't come up yet. It worked, the snapping scared them enough that they never came back. I did the same in my veggie garden where I found a chipmunk hole by my pepper plants and found some of my corn plants that had been pulled up. I baited the trap and it was sprung the next day and none of my corn plants have been pulled up since.

Try sprinkling mothballs, they hate them. Good luck!
My neighbor goes to a dog groomer gets dog hair puts in garden. He doesn't have trouble with critters. Once a week off to groomer if rains he has to redo the garden. Puts the dog hair around the outside of garden and in between rows.
