Those shelves , sorry , not made to be on a door . There are other shelves that are spacious and functional that hang over the door (barely noticeable , I used to have some in my last home .) I think I found them on Amazon .

You might be able to use command wall hooks or command wall stick products, as well.
I wouldn't make any holes as you wouldn't be able to fill them after. Are you able to use a rack with the arms at the top to hang on the door?
The shelves in you pantry almost meet with the door. Will you have room for shelves and still be able to close the door with out hitting the shelves or the things on the shelves? An over the door type of shelving would be more worry free. The hollow doors wood is really not real strong, so whatever you put on there would have to be light weight. I have a calendar hanging on my basement door with a tack and it is always falling out. There is really nothing for a hail or screw to hold on to with the hollow door.
Nancy's right...your installed shelves don't leave very much room for hanging things on the door.
What you can do is hang a closet shoe organizer on the door (they come with over-the-door hooks) for your small stuff.

In a previous home, I had a large walk-in pantry. I purchased racks that I attached right to the hollow core doors to hold spices (narrow). I didn't care about not being able to fill the holes as the racks were hung on the inside of the door and were only visible when the door was opened.
The racks held up very well and I used them until I moved (probably 6 years or so). The trick is to make sure all the brackets are on the raised part of the door and not on the recessed part at all. I also made sure I drilled pilot holes into the door and used screws that would not go all the way through the door. Nothing I stored there was terribly heavy, so I didn't have a problem at all. Anchors like Janet mentions above may help as well if you're unsure of the weight.
Yours is a bit trickier because you have very little room to work with inside the pantry with the existing shelving coming close to the door trim. Not sure you'll find much that will work in this instance unless you're hanging it on the outside of the door.
Also you can add the 3m reusable hooks on back of the hollow door.
Hello. Over the door hooks is an easy way to add storage. Under the bed storage binds (made out of plastic and/ or durable mesh/vinyl) adds more storage situations.

It is 5.5" deep, so it will fit between door and shelves.
Shelves are adjustable. They also look like they will hold items better than some others, without slinging them onto the floor when you open the door.
Can be mounted over the door (or on a wall)--keep in mind that a good molly-bolt or anchor placed near the middle/bottom should be used to keep the shelving STABLE on the door (I suspect it would be included since ClosetMaid is good at what they do). The anchor bolt would be for stabilizing, but not carrying weight, therefore any damage to the door would be minimal. If you ever move, I recommend leaving the unit mounted in place.
If you are desperate for space, you could also hang a similar shelf on the OUTSIDE of the same pantry door...perhaps used for prettier items like kitchen towels, napkins, or some decorative items that you don't mind "showing."
[Personal note: I have two cheaper, smaller, lower-quality versions of this type of shelf (NOT ClosetMaid), which hang over the door, loosely; the 2nd shelf is merely hooked onto the upper shelf (I believe they were designed for paperback books, not pantry items), and the shelves are not adjustable on mine. Things fly off the shelves if I'm not careful when I open the pantry door--especially the plastic ketchup bottles. I have not attached my shelves to the door. Now that I have seen THIS shelf, I may move my current shelf to my craft room and purchase this well-designed, taller unit for my kitchen pantry.]

I just about doubled my pantry space in my old house by adding a door rack, but you need to make sure that there's enough space between the pantry shelves and the door so that it will fit. Mine had hooks that went over the top of the door. Use the door rack to store things in boxes and bags, and put the heavy stuff, like jars, in the pantry.

Look on line in catalogs like Carol Wright, Walter Drake, Lillian Vernon and scads of others. However, be careful of the weight they will hold. I almost bought a hang over the door type and it did not hold enough weight for my purposes.
Yes, use Command hooks. They come in all sorts of different styles depending on what you want to hang.
I glued a piece of scrap wood on 1 door (I think I may have used short nails too), and screwed my garbage bag holder into that. It has held up for almost 20 years.
In my bathroom, I bought wood strips from HD or Lowe's and glued it onto the door in many places. From a liquidation store, I bought cheap chrome shelves with suction cups (removed them), and screwed them into the wood. They hold perfume, face creams, lotions and dental supplies. Unfortunately the wood isn't "true" so the pieces don't sit flat, but still serve the purpose. If you go this route, check the boards carefully or use plywood, or wood trim. I wouldn't put your heaviest supplies on them, but they do hold up.

thank you for all the wonderful comments and responses. I think I'm going to explore two options: one the link with the Walmart shelves in it and the other suggestion to wood strip to the door and then attach the shelving to the wood. . Really appreciate everyone's responses.
You could glue 1/4 inch MDF on the back and use construction adhesive to adhere that to the door. It won't move for decades.
I have an over the door rack that has given me no trouble, and yes, it is a hollow door.
Hi Rob: You can screw things to your hollow door, just don't hang anything that's too heavy. You can use hollow wall holders. Here are the ones from Home Depot, and if you read the product details, you will see the weight tolerances for each. They are easy to install, and I would recommend a washer between the door and screw head. Cobra TripleGrip #6 Beige Anchor and Screws (2-Piece) 170SD - The Home Depot. Be sure that whatever screw you use is shorter than the door is wide so that you don't puncture the other side of the door :) Also, you have to be sure that the items on the door won't hit the shelves inside of the cabinet keeping it from closing once the door is closed.
